ABSTRACT

This chapter discusses a framework for planning livelihood restoration by focusing on how the social impact management plan and resettlement action plan processes can be integrated. The key to good livelihood restoration planning is to make a clear connection between all the key social plans and ensure that these are prepared to a practical level early in the project development cycle. The key elements of livelihood restoration are the location of resettlement sites to the project area, replacement of quality agricultural land/natural resource areas, and training and support to access employment and business opportunities. There has been increasing recognition that livelihood restoration requires a focus beyond just income and that other social factors such as education, health and social cohesion serve to sustain living standards over time. The majority of urban households are dependent on wage and enterprise-based livelihoods, including retail, manufacturing, construction, services and transport.
