ABSTRACT
If a governance entrepreneur could bring the government, the communities and the buyers together, they might be able to agree on a voluntary basis for some sort of affordable leasing arrangement either to individuals or to subnational levels of government. The Construction Sector Transparency Initiative was established along the lines of the Extractive Industries Transparency Initiative model as a country-based collective governance approach for transparency and accountability in publicly financed construction. Most international financial flows are facilitated by a few international banks. The approach of the Ecological Sequestration Trust is to bring together experts to create the open source forecasting models for city and regional infrastructure. Land acquisitions are a highly contentious area directly threatening the livelihoods of communities and citizens. There are few more contentious governance issues than press regulation. Lord Leveson found that existing press self-regulation was not sufficient, and recommended a new independent multi-stakeholder body, which would have a range of sanctions available to it.
