As the world passes from an era defined by the technology of mass communications, the emerging inventions in telecommunications tech­ nology will have different social and political effects because they have different characteristics. The new telecommunication technologies will be technologies of freedom (i.e., freedom from constraints, and provid­ ing greater capability) because they will be low cost, abundant, highcapacity, interactive, user-controlled and available on a global scale, and combined with user-controlled computers of rapidly growing ca­ pacity. The trends in this new technology which underlie Ithiel Pool’s analysis will be visible to the reader in the rapid growth of the global Internet and related technologies in telecommunications and comput­ ing. An example, however, may help for purposes of discussion.
