Overcoming Taxpayer Resistance by Taxing Choice and Earmarking Revenues

An aging Muhammad Ali was once asked if he was continuing to fight because he needed the money. His response was, and I am paraphrasing here, that of course he needed more money, but so does everyone, even the govern­ ment. The only way Ali could have improved on his response would have been by saying, “especially the government.”
