ABSTRACT

Long ago when I took my first and only course of economics from Henry Simons, he discussed what in those days were called “luxury taxes.” This was long before anybody realized that cigarettes could cause lung cancer. The fundamental luxury taxes of the U.S. government, and indeed most other governments in those days, were taxes on cigarettes and alcohol. The taxes on cigarettes were particularly heavy.
