No analysis of the opportunities for intervention in Russia available to the Allies in 1918-19 can be complete without an appraisal of the Rus­ sian forces they sought to support. Two questions are critical: were the Whites really capable of defeating the Bolsheviks, and would it have been better for Russia and the world if they had done so? Could they win and did they deserve to?
