ABSTRACT
In almost all countries and policy domains, governments interact in designing, financing, or implementing their programs. This book attempts to demonstrate how these same governments also interact when the time has come to evaluate these programs. The focus here is on how evalua tions may be decided, designed, managed, and utilized within an inter governmental system.
