ABSTRACT
In this chapter we shall turn our attention to a system of political relationships in Sweden, the country that for a number of years has had the largest public sector of all the OECD countries in terms of tax share. A large proportion of this politically regulated use of resources takes place within a framework where various national programs provide fun damental guidelines while policy implementation lies with Swedish local government bodies, in the shape of the municipal local authorities and the regional county councils.
