ABSTRACT

The important answer to the question of who would do such a thing is that all those people whose material welfare is to be tied to the educational finance monopoly (EFM) status quo can be expected to provide the primary support for the maintenance of the status quo. The National Educational Association and the American Federation of Teachers are the prominent and dominant national organizations, always ready to jump into local frays and to assist their local chapters and organizations. The school boards simply do not function as normal controls on unions, and, as a result, one's have particularly powerful union organizations within the public school arena. The initiative supported open enrollments, charter school proposals, and, all aimed at diverting attention away from genuine school choice. In most states, whether called the Department of Public Instruction or the Department of Education, the structures in question have become, over the years, essentially operatives in favor of the maintenance of the EFM.
