ABSTRACT

Odds are that British, French, Chinese, Russian, and US intelliP gence services regularly talk with each other about known weapons programs, to gauge their status, and about evidence of aspirant intentions. Moreover, since March 1991 it is established that IAEA cannot enforce an effective non-proliferation regime without access to prime current intelligence on suspected sites and activities. The Five are not the only possible source of such information, but are among the most important.
