ABSTRACT

Many who came before—President Woodrow Wilson, Franklin Delano Roosevelt, and others—helped lay the foundation that started the Creation. Among the many who participated at the start of the Creation were President Harry Truman; General George Marshall; George Kennan, State Department policy planning head; Leo Pasvolsky, principal speech writer for Cordell Hull, who was then secretary of state. It includes Will Clayton, an assistant secretary of Commerce who later became under secretary of state for economic affairs; John Maynard Keynes of the British Treasury; and Dean Acheson. In May 1943 Collado with assistance of Dean Acheson organized a United Nations conference at Hot Springs, Virginia, on food requirements in the postwar period. Many people over the years kept the Creation going—in particular, the United States (US) taxpayer. In 1990s the US can see the victory of international wealth sharing but is saddled with broken promises of domestic wealth sharing.
