ABSTRACT
According to historical settings, efficiency (self-determination and
economic progress), equality, security and power-the four basic
structuring principles-are related to each other in changing institutional
frameworks and represented by different actors. Since these principles are
contradictory and not fully compatible, one must ask why one o f them did
not triumph over the others in the long run.
