ABSTRACT

Once policymakers have dealt with the Dirty Dozen, they should systematically take on the many other wasteful rules that permeate the federal government. In thinking about the role of government in promoting the employment of the disabled, it is easy to overlook the government's wider responsibility to ensure a sound and growing economy. Economic growth may well be the single most potent weapon for creating new jobs and new opportunities for some of the nation's most disadvantaged citizens. The burdens imposed by the ADA on American businesses do not undermine the achievement of sustained growth. If people are going to provide the expanding economy necessary to provide opportunities to all, both the executive and legislative branches need to embark upon a large-scale deregulatory campaign to emphasize less inefficient and wasteful means of achieving the laudable goals that today animate much government rulemaking.
