ABSTRACT

Old bestiaries used to tell of a fabulous creature called the Hydra. The Hydra was exceptionally difficult to kill; not only did it have thirty-nine dragonish heads, but whenever one head was cut off, several new ones sprouted immediately from the stump. The only way to prevent this was to sear the stump with fire. Some political doctrines are like that. Cutting off their heads merely redoubles their life. One must cut and sear, cut and sear, until they stop moving.
