ABSTRACT

Addressing the Eighth International Conference of the International Labor Office, Director Albert Thomas said that "too many Europeans still live with the idea that Europe is the undisputed centre of the world and are unaware of the tremendous significance of the rise of economic America". The eminent position of Thomas as a political labor leader and Socialist, as well as Director of the International Labor Office, might suggest that the standpoint expressed has become world-wide and is as widely accepted in labor circles. Only a small part of the writing concerning American labor and almost none of the books or articles that touch upon American labor's political and governmental policies, have been altogether free from these European preconceptions. It was only after "American Labor and American Democracy" was written as a single book that it was decided that it might be practicable and desirable sooner or later to issue it as two more or less separate volumes.
