ABSTRACT

This chapter examines some general issues concerning the implementation of modest rehabilitation on a large scale, assuming that the city would continue with its programs and the other interventions. Aims to define the universe of structures for which modest rehabilitation is economically feasible and outlines the individuals, groups, and organizations who might be able to do various parts of the job together with an analysis of their subsidy requirements. The chapter also highlights possible role of limited partnerships in upgrading part of the inventory. In general, modest rehabilitation covers the broad range of upgrading activities that lie between ordinary maintenance at one end of the quality spectrum and maximum rehabilitation at the other. Modest upgrading involves repair and selective replacement; maximum rehabilitation, the gutting and complete rebuilding of the inside of the structure. Since modest rehabilitation is not an activity that lends itself to direct government supervision and control, various alternatives to government rehabilitation programs should be sought.
