ABSTRACT

This chapter describes the precinct cop's views of the realities of each performance indicator as they were pointed out or as observed them in operation. It points out that with the exception of special units such as anticrime (where high arrest rates lead to increased chances of being kept in this special detail, with its better working hours and conditions), cops feel that a high arrest rate is not helpful to their careers. An attempt on the part of the management cop culture at headquarters to implement a management-by-objectives (MBO) program throughout the department. Shortly before the issuance of the memo implementing the MBO program, a dramatic and unexpected event took place which permitted the observation of crisis response at the local level, management planning for emergencies and its "fit" with precinct response. Concern over police accountability and crime rates is a major problem for police management, particularly in relation to numbers and deployment of manpower.
