ABSTRACT

Criticizing American foreign policy has replaced baseball and Monopoly as the national pastime. The new discovery is the Theory of Preemptive Revolution. As one would immediately suspect, this theory is merely a subtheory of Gresham’s Law: “bad revolutions drive out good ones.” Once having chosen three unpromising countries in each area, the United States will immediately set about to cause Communist revolutions in them. The developing countries will have to demonstrate to the United States that they are worth saving from Communism. A possibility for the Soviet Union would be to attempt to stem the revolution in these Asian, African, and Latin American countries. The Communists will have little time, no incentive, and no funds to aid revolutions in countries that could really cause harm to American interests. By adopting the Theory of Preemptive Revolution, the United States will break out of the vicious cycle in which it finds itself.
