The significance of the Marshall Plan has always attracted historians who have intensified their research since more and more archival material became open after the 1970s. The growing illusion of unlimited access to Russian archives, Soviet policy towards the Marshall Plan has become a topic of empirical research. The Economic Cooperation Administration (ECA), which was created to handle the aid program, thought it to be of vital importance to win active support of the Europeans if the Marshall Plan were to be a success. In the context of Marshall Plan propaganda, Austria and Germany were major targets for a number of reasons. The great importance of Marshall Plan propaganda is reflected in the various bilateral agreements that were concluded between the US government and the recipient countries. Marshall Plan propaganda was projected as a joint effort by ECA and the recipient country’s government. European Recovery Program mid-point celebrations were not only a highlight of Marshall Plan propaganda.
