ABSTRACT

The different categories of problems emerge from consideration of the major non-military problems of the coming years. The first of these problems,—the nature of East-West relations—is central to the purpose to which NATO is dedicated. Detente could thus be particularly troublesome to an alliance of fifteen nations, each of which maintains its own relations with Moscow, and the multiple interests of which vary from time to time. Among the former, Eurocommunism brings a new dimension of problems to challenge the unity of the Alliance. The transnational issues include some of the most complex, difficult and important problems confronting the world for the next generation. In recent months, there has been much attention given to the related questions of the attitudes of governments toward the human rights of their peoples, including the right to fulfillment of their basic human needs. It would be equally unnatural were the United States to fail to promote human rights everywhere.
