In December 1973, when the grant funds for the project were expended, NORC had com pleted seven of the thirteen cycles originally anticipated. All actors in the experim ent knew that the future of the project had to be resolved: Would CNS con­ tinue and would agencies fund the project from their own bud­ gets? Between December 1973 and June 1974, decisions were made concerning funding, working relationships between the continuing agencies and NORC, and coordination of the agen­ cies that wanted to continue to participate in the CNS. The actors had to decide what types of rules and procedures were appropriate and applicable to CNS, a m ultipurpose, multiagency knowledge-transfer mechanism.
