ABSTRACT

So far we have evaluated the CNS experim ent exclusively on the basis of the success of the knowledge-transfer mechanism. Which of the competing hypotheses concerning success seemed most valid? Would such an experim ent work in the future? If so, under what conditions? In terms of these experimental con­ ditions, only the “if” part of an “if/th en ” statem ent has been completed. The two cultures theory hypothesizes that utiliza­ tion should autom atically follow if the knowledge transfer mechanism has successfully been implem ented. In this chapter we analyze the patterns of utilization o f the inform ation gener­ ated through the CNS. Specifically, the analysis focuses on dif­ ferences in patterns of utilization across policy areas and at different levels of the decision-making hierarchy. Selective pat­ terns of utilization are also examined.
