Attorney General A. Mitchell Palmer had begun his arrest and deportation of suspected revolutionists in the fall of 1919. In 1921 Big Bill Haywood jumped bail and went to the Soviet Union. The Lusk Committee of the New York Legislature contributed enthusiastically to the national panic. The most dangerous form of complication is the current fashion of treating almost every economic or political incident as a phase of an imaginary revolution. If a constitutional regime is established in industry under which organized labor is given a genuine share in management, the break with the Industrial Workers of the World (I.W.W) temptation will probably be final. The record of organized labor in respect to scientific management is understandable but it indicates no high order of leadership. The stock argument against admitting labor to a share of power is that it destroys efficiency.
