ABSTRACT

Ostmark is only one example of verbal nostalgia in relation to long gone East Prussian times, which, nevertheless, are omnipresent in Kaliningrad and which are reflected in an almost inflationary use of the name "Konigsberg" in the economic life of the province. Moscow is aware of the effect of the example of the Baltic States on the population in the Kaliningrad oblast. As Lithuania, in line with the Conclusions of the European Council of Luxemburg of 1997, did not belong to the first negotiating group, the bureaucracies in Brussels and in the European Union (EU) capitals were at first little disposed to deal with the problems that would result from Lithuania's accession to the Union. Nevertheless, Kaliningrad was definitely regarded as one of the issues that the Union would have to tackle at a certain time in connection with Lithuania's membership. Kaliningrad will work in certain aspects as a litmus test of the relationship between the EU and Russia.
