ABSTRACT

This chapter discusses some of the exceptions to that rule, including initiatives encouraged by Community Corrections Acts, aggressive courts, and interagency partnerships. As societal indifference to the problems of inner cities continues to manifest in policies of over-incarceration of inner-city youths, local communities may seek answers that are creative and directly address issues within their communities. With the victimization of inner-city youths by other youths at an all-time high, criminal justice and social service agencies may be compelled to work cooperatively and to share resources in efforts to reduce crime, disorder, and fear. Minority overrepresentation occurs at all phases of the juvenile justice system, particularly of black juveniles. Reintegrative policing involves a partnership between correctional agencies and police for the purpose of supervising juvenile offenders who are on aftercare or parole status following a commitment to a correctional agency.
