Hungary and declared war on Russia and France. England took the blow to Belgian neutrality by Germany as an excuse to enter the war; Austria-Hungary declared war on Russia. The mood of July 1914 and the reason why Europe entered into war with unbelievable enthusiasm have been explained by many. One such attempted explanation goes so far as to say that this was an expression of a death-wish. The Austrian-Hungarian troops began their march to the Balkans. In the fall of 1915, the war reached its climax for Austria-Hungary. In mid-December 1917, the United States declared war on Austria-Hungary as well, and in January 1918, US President Woodrow Wilson delivered his famous Fourteen Points speech. Due to a failure of the army commands in these last hours of the war, the Austro-Hungarian troops were ordered to cease fighting earlier than the actual ceasefire was to have taken place.
