ABSTRACT

The movement of the Education Center from its downtown location to Evers did not happen because of a philosophical move toward programming for children in a least restrictive environment. By 1977, federal and state mandates had established an official designation for students who exhibited the characteristics of many of those who, until then, had attended the Education Center. By placing the Education Center at Evers, the school district was making an exception to its own rule, which forbade Black students from other attendance areas or other schools to be transferred into this school. The lack of focus on developing children’s intellectual skills seen in the original Education Center set a pattern of programming that would be continued when this program moved to the Evers school. Special education can get whatever textbooks they want with their textbook money, but we agreed it would be easier because the kids are emotionally disturbed and not retarded.
