ABSTRACT

The Department of Energy conducts energy conservation programs in three areas. The first is the only one that directly affects state and local governments. The department channels funds through the states to provide grants for low-income housing weatherization, energy conservation for schools and hospitals, general conservation measures, and state energy conservation and emergency planning and management. Second, it provides grants for technology development, both to develop specific products and to perform basic research. Third is the department grants provides grants to establish standards and to provide technological assistance and information. The funding for 1982 state and local conservation grants was substantially reduced in the appropriation process. Conservation programs for schools and hospitals and appropriate technologies had their funds reduced more than 75 percent of an estimated current policy level. Reconciliation did not alter the scope of conservation activities funded through this account; it only reduced their levels for fiscal years 1982, 1983, and 1984.
