ABSTRACT

Wastewater treatment grants program provides grants-in-aid to municipalities for building publicly owned wastewater treatment works as authorized by the Clean Water Act. It is the largest program administered by the Environmental Protection Agency (EPA). This program is essentially a construction program. The administration's request for grant funding was contingent upon congressional reform of the allotment formula and other aspects of the municipal wastewater treatment grant program. The law made a number of programmatic changes that will significantly affect the operation of the construction grant program. Grants approved before October 1, 1984 will continue to receive 75 percent federal share for construction and will be eligible for any necessary subsequent grants at 75 percent federal share. The law also amended the Federal Water Pollution Control Act to allow for an extension of the deadline for achievement of secondary treatment by municipalities from 1983 to 1988.
