ABSTRACT

Title XX of the Social Security Act authorized federal reimbursement for a wide variety of social services such as child day care, counseling, information and referral, legal services, protective services for children and adults, homemaker and other in-home services. The reconciliation act merges the title XX social services program with two other small title XX programs: grants for training of state and local social service workers and child day care services. In fiscal year 1982, the block grant operates under a continuing resolution. The regulations that apply to the health block grants also apply to social services block grant with the following exceptions. Certain statutory provisions applicable to a state's basic block grant allotment may not apply to funds transferred for use in that block grant. Apart from the budget cut of almost 25 percent in fiscal year 1982, the social services block grant is essentially the same as the title XX predecessor programs.
