The reconciliation act authorized appropriations for the community health center program under the new block grant format in 1983 and 1984. Control of funds appropriated for the primary care block grant will not shift to the states until fiscal year 1983. In fiscal year 1983, each community health center that was funded in fiscal year 1982 must get a grant no smaller than the one it received in fiscal year 1982, provided the center meets the legal definition of a center and applies to the state for a grant. In fiscal year 1983, states must provide matching funds equal to 20 percent of their block grant allotment. The Health and Human Services (HHS) block regulations apply to the primary care block grant with the exceptions. The Reagan administration's 1983 budget proposals call for the primary care block grant to be merged with three other programs: black lung clinics, migrant workers' health, and family planning.
