ABSTRACT

The public housing program provides housing to low-income families. This program is operated by local public housing agencies (PHAs), which engage in or assist in the development and operation of public housing projects. The federal government makes annual contributions to the agencies for the PHA-owned or leased housing. The federal government also provides funds to Indian housing authorities for public housing projects. The mix between new and existing housing was not dramatically changed, with 55 percent of subsidies being used for new units, while the remaining 45 percent is to be used to support existing housing. The large cuts in assisted housing reflect the controversial nature of the program. Finally, some authorities on assisted housing expect local managers of public housing and landlords of section 8 apartments to react to the new emphasis on self-sufficiency by keeping out costly or unreliable tenants.
