ABSTRACT

Charles Reich, in The Greening of America, offers an interesting if somewhat naive analysis of a revolution of consciousness in American society. He argues that a change in self-identity and social concept among increasing numbers of our citizens will lead to profound changes in the social structures and power relationships of the society. The "Greening of the Brass"–military and civilian–is emerging at a number of points in the form of Young (and not so young) Turks who are challenging conventional wisdom and willing to live in multiplex realities. Historically, the chief concern in civil-military relations was that the armed forces might compromise the constitutional order of the civilian government. The security/democracy dilemma must be examined at the micro-level, which focuses on the internal processes of the military institution itself, and the macro-level, which emphasizes the political processes of the total society. The micro/macro distinction can be clarified by making explicit some basic definitions.
