ABSTRACT

The policy analyst is concerned with efficiency and outputs, and ignores sunk costs; the policy politician is concerned with distribution and inputs, and seeks to justify sunk costs. These differences, can be derived from the analyst’s indifference to constituencies and the politician’s devotion to them, says the author, who suggests several ways for policy analysts to increase their political influence. The complete policy analyst will not only recommend the best policy alternative but also the best political strategy for the adoption and implementation of this alternative.
