ABSTRACT
Delay in processing is a serious problem in both civil and criminal court cases. Civil cases, for example, often take many years from filing to trial-if there is a trial at all. Such delay is harmful to the injured plain tiff, who must wait to be compensated for injuries, and to the judic ial system because witnesses sometimes forget, disappear, or die before the case comes to trial.
