ABSTRACT

The three major policy frames reflected in the Bible are: group justice, the justice of individual desert, and the principle of life affirmation. The principle-of-life-affirmation frame refers to intrinsically moral action based on unconditional reverence for human life, and is perhaps most famously illustrated in statements attributed to Jesus that allude to loving your enemy, returning good for evil, judging not, and forgiving. All three frames are even manifested within the legal codes and social policies of modern liberal democracies. There is no indication in the Bible of a genesis of justice, or development of the sense of justice, on the part of either God or man. Even the group-justice frame is abundantly evident in the New Testament. Moreover, as much in biblical times as is evident in today's world, there was competition among the three frames of justice in human minds.
