Figueroa said that the expansion of so-called civil society, or the third sector, seemed to be the result of market and state failures. I would like to comment on this in the context of operations—namely, exclusion theory’s relevance to relationships in projects where NGOs, as the third sector, work with governments and with multilateral and bilateral agencies. This might show how the theory can be put into practice
