ABSTRACT
This chapter explores the historical background of Panama-United States relations as a vehicle to understanding how the Panamanian military became an increasingly politicized actor in Panamanian politics. But before this can be done, there must first be an understanding as to what is meant by two key ideas that run through this and subsequent chapters: politicization and legitimacy, terms that are frequently used but infrequently defined.
