ABSTRACT

This study investigated programs in primary schools for capacity building to develop schools and teachers. Two research questions were posed related to aspects of capacity development and comparisons of the programs in basic education. The design for this study was a descriptive survey. A sample of 1,448 teachers was cluster randomly selected, from 18 districts in seven provinces, for filling out the questionnaires. The findings revealed the ten aspects of capacities across five main programs that have a positive affect for teachers and schools. The programs resembled each other in some respects, however, were differentiated due to particular uniqueness. Based on the findings, it was recommended that for capacity building, teachers in primary schools should be exposed to continuous professional development and training programs to enable them be more effective and adaptable to the changing world of education.
