ABSTRACT

Management capacity in the level of policy implementation is one of the important points of various policies and strategies that the government issues. Management capacity is the frontline to determine how a policy should be implemented to improve the quality of education. The main problem of policy implementation lays in the weak management capacity in responding to stakeholders’ needs and knowledge advancement. In its implementation, the policy and strategy cannot always be executed as planned. The present study employs descriptive method using qualitative approach. It is conducted in primary schools in rural areas of Sumedang Regency. In general, the steps of the study include: (1) preliminary study, (2) descriptive study, and (3) data analysis. The result of this study shows the description of management capacity strategy to implement primary education policies in rural areas.
