ABSTRACT

The Guiding Principles provide a general framework, based on principles of aviation and international law and best practice, within which the operation of drones can be regulated. Such regulation would ensure the integration of drones into existing airspace both within States and across borders. The Guiding Principles set out overarching principles to inform rules and regulations including Standards and Recommended Practices (SARP), treaties and domestic legislation. The foundations of these Guiding Principles includes: an international treaty to regulate drones and the length of time taken to negotiate a treaty; and the international community has safety, security, social and financial interests in addressing the integration of drones into airspace in a timely, coordinated and targeted manner. Guiding Principles –while non-binding –can provide a roadmap for States, anticipating the future State of drone regulations. This direction is important for planning purposes for governments, regulators, drone manufacturers, retailers, owners and operators alike.
