ABSTRACT

Aqueous cosmetic and drug formulations must contain a preservative system or be appropriately filled/packaged to prevent microbial contamination and growth during manufacturing and use by the consumer. Products in multiple-use containers are subject to repeated contamination during use. Although cosmetics and over-the-counter (OTC) drug products are not necessarily intended to be sterile, aqueous products in multiple-use containers must have a preservative system so that they are self-sterilizing [1].
