ABSTRACT

This chapter discusses the role of the key actors directly responsible for implementing contracting processes. It considers the specific role of population groups, unions, political parties and churches, as well as that of large private enterprises. The law accords legal status to a community defined as the group of people living in a given geographic space. The union world is increasingly questioned on the issue of contracting. Particularly in developing countries, where contracting was hardly known, it was not a cause for concern for unions. Churches have long played a major role in providing social services – education, and health in particular. Local health service systems are often so rundown that workers’ health is impaired. From a strict profitability standpoint, the company is very interested in ensuring its employees find good health services for themselves and also for their families.
