ABSTRACT

This chapter aims to raise stakeholder awareness of the need to evaluate contractual relations and to propose a methodological framework for those involved in contracting processes. The evaluation requires indicators to be established; and choosing them depends partly on the type of evaluation to be performed and the available resources. Evaluating an intervention based on criteria and standards is often a perfectly valid procedure, however this type of evaluation is not very suitable for analysing contractual arrangements. When the evaluation is undertaken by just one of the parties involved in the contractual relationship, it is unilateral. Strategic analysis, linked to the analysis of effects, can also be undertaken further downstream in the process. When analysing the effects of contracting, it is also necessary to question the appropriateness of the choice. For contracting to be coherent, the elements through with it are implemented need to be appropriate.
