ABSTRACT
The question of whether or not "planning" is a distinct "professional" activity has elicited a remarkable amount of nonsense over recent decades. Polemic has been the mode on either side, almost incredible semantic games have been played, and there have been no generally acceptable answers. The question persists. My discussion here seeks only to apply a bit of common sense to the matter.
