ABSTRACT
The paper that follows therefore, leaves aside the rhetoric of who plans as well as what is planning, titles and subjects which have been addressed all too profusely. Instead its function is to examine seven basic dilemmas of the planner in whatever garb he or she may be found. The list is far from a definitive one but rather represents a blending of conscience with the scars of personal experience.
