ABSTRACT

The Soviet economic system is based upon a plan. In 1920, on Lenin's initiative, a detailed scheme for the reorganisation of all economic resources of the country was drawn up, whereby the electrification of industries, transport and agriculture could be effected, and plan was adopted by the Tenth Pan-Russian Soviet Congress held at the end of 1921. In conjunction with Volga-Don Canal it will prove a powerful factor in developing the prosperity of the districts in Central Asia. An ample supply of Siberian corn for the Soviet Republics in Central Asia will prove a substitute for the corn which those countries at present import from the Lower Volga, and cereals from that district will be freed for export to markets throughout the world in greater quantities. The main principle of Russian education, "One School for All", found its inspiration in the West. A preliminary investigation was made in Germany, so as to make a system originally French practical and effective.
