ABSTRACT

This chapter starts at the transport end and goes on to relate the discussion to the primary concern with the pattern of land use. A start in developing a theory of transport behaviour has already been made within the simple urban model. To define a measure of benefit to the individual of a change in transport costs, the chapter uses diagram in which the vertical axis is expressed in terms of generalised cost, rather than money price, while the horizontal axis measures the number of vehicle miles of travel. The benefit measure discussed so far is clearly not a full account of the effects of a transport policy. Transport would be a wasteful means of achieving the kind of spatial planning objectives, if an attractive and hence expensive facility had to be provided, which would be far in excess of actual usage requirements. The chapter considers the full range of pricing problems which arise in the transport sector.
