ABSTRACT

This chapter describes the construction industry, the institutional environment, the economic contribution to the construction sector and the degree of difficulty in accessing funds. It provides a discussion of occupational health and safety (OHS) issues in Ghana; the regulation setting in Ghana; the Factories, Offices and Shops Act 1970 (Act 328); and health and safety (H&S) policy trends in Ghana. The activities of many government ministries and other organisations affect the construction industry of Ghana. The activities of construction businesses and implementation of state policy in the Ghanaian construction sector are under two government ministries: the Ministry of Roads and Transport (MRT) and the Ministry of Water Resources, Works and Housing (MWRWH). Occupational health and safety legislation is a means by which the work environment can be controlled to ensure the safety, health and welfare of employees and persons likely to be adversely affected by the work environment.
