The enormous figures announced in the Five-Year Plan were greeted with incredulous head-shaking both in Russia and abroad. Russian dumping is practised on so large a scale because of the country's chronic hunger for foreign exchanges. Originated the famous Five-Year Plan, which signified a frank admission that the days of Nep were over and that the ship of State was again being steered towards uncompromising socialism. In accordance with the Five-Year Plan, which came into effective operation on October 1, 1928, 78.4 milliards of roubles were to be invested in the State economy. It was specified in the Five-Year Plan that the yield of manufacturing industry was to be doubled or trebled; and to the extent of one-fourth agriculture was to be socialised, this meaning that 24 million peasant farms were to be transformed into 8 million socialised farms. Gigantomania reached its acme after the inauguration of the Five-Year Plan.
